What causes this fault?

This is not actually a fault, but rather a status indicator showing that your boiler has a healthy electrical supply. It confirms that the internal control system is powered up and the unit is waiting for a signal from your thermostat to begin heating. If your radiators are cold while this light is on, the issue usually lies with your external heating controls rather than the boiler itself.
