Water pressure is to low (<1,0 bar), flashing FILL will alternate with indication of water pressure, boiler power of 50% is possible. The installation needs to be topped up.

DIY fix possible

Locate the filling loop (usually a silver flexible hose) underneath or near the boiler.Slowly open the valve(s) to allow water into the system while watching the pressure display.Close the valves firmly once the pressure reaches between 1.2 and 1.5 bar.
